In December 2019, the European Commission presented the "European green agreement" aimed to decarbonize the energy sector and make Europe the first "climate-neutral" continent by 2050. It is expected to completely stop greenhouse gas emissions by 2050. Within the framework of this project the European Commission is actively discussing the initiative to introduce a carbon tax on imports which affects exporting countries.

So far, we can only assume what the new tariffs will be, the scope of their application and the result. But the adoption of the law will change the existing foundations of competitiveness in the world. Russian exporting companies (42 % of all Russian exports go to the EEC) will either adapt to the rising costs or quickly take steps to reduce CO2 emissions. Most likely the main impact (about 80 %) may fall on the oil and gas, metallurgical, mining, and chemical industries (the production of fertilizers). We can also confidently say that the "carbon" tax will also hit Gazprom - the European Commission is developing a "methane strategy" aimed at preventing methane leaks.

Considering the approaching deadlines for the implementation of the duty in the EU Russia needs to take active measures to offset the negative consequences of its introduction. At the same time steps should be taken not only at the level of the Russian government but also by the companies themselves. What should be done first? We will talk about this with leading experts at the "Russian raw materials exports and new EEC energy duties" conference.
